STOCKHOLMSPROGRAMMET. I januari 2007 inleddes ett arbete för att skapa ett nytt samarbete rörande rätts- och inrikespolitik i EU. Nu i juli kommer ett förslag läggas fram; en mutant inriktad på förföljelse och hårdare tag mot invandrare, kombinerad med starkare och gemensam övervakning av internet och annan kommunikation. Namnet kommer bli "Stockholmsprogrammet", döpt efter huvudstaden i det ordförandeland som driver igenom det.Huvudmålet för övervakningen är att skapa ett "euroatlantiskt samarbete inom frihet, säkerhet och rättvisa" (från början ...och integritet). Frihet är här ett strösselord; fokus ligger på säkerheten mot den reella eller imaginära fienden, som uppenbarligen blir större av att all säkerhetsinformation ska delas mellan medlemsländerna i EU ...och USA.
För Sverige blir detta extra behändigt då vi genom utökningen av Försvarets Radioanstalts befogenheter och andra övervakningsinitiativ nu har betydligt mer information om våra medborgare att dela med oss av.
Övervakningen inom EU ska standardiseras, harmoniseras (röja bort legala hinder inom vissa medlemsländer) och utökas byråkratiskt genom SitCen (från Situation Center), ett organ för att gemensamt samla in information om medborgarna. Denna information kan även utökas genom ökad registrering av fingeravtryck och regnbågshinnor.
Men all denna "säkerhet" måste ju ha ett mål också. De europeiska folken har allt svårare att se terrorister som orsak till att ge upp sitt privatliv och sina medborgerliga rättigheter, så Stockholmsprogrammet har ett till fokus: "att bekämpa den illegala invandringen".
Med ökad registerföring av den europeiska befolkningen blir det lättare att veta vilka man ska slänga ut, samtidigt som man "underlättar", "förbättrar", "harmoniserar" - välj vilket ord du vill - för länderna genom att utöka befogenheterna för Frontex, organet för gränssäkerhet.
Det som började som en organisation för samarbete har nu blivit en egen gränsvaktsstyrka med 20 flygplan, ca 30 helikoptrar och 100 andra fordon - och denna ska nu växa för att kunna jaga fler flyktingar runt om i Europa.
Gruppen som arbetat fram förslaget, bestående av 10 personer varav två, på grund av det då kommande ordförandeskapet, är justitieminister Beatrice Ask (m) och migrationsminister Tobias Billström (m) har även en "önskelista" för framtida "reformer". I den ingår bland annat:
- Ett europeiskt individregister och brottsregister
- Ökad sattelitbevakning
- Gemensamma utvisningsflyg
- EU-sponsrade flykting- och interneringsläger i icke-EU-länder
- Ökat samarbete med säkerhetsindustrin
- Ökad använding av militär i flyktingsutvisning
Vad är då kommentarerna från alliansregeringen? Då Ask och Billström varit med och arbetat fram detta absurda monster blir det förstås inget mer en tomma ord. I ett pressmeddelande gick de förra månaden ut och flosklade loss; Beatrice Ask talade om "ett tryggare och öppnare Europa", och Billström om ett "rättsäkert" asylsystem.
Stockholmsprogrammet måste stoppas. Kraven på ett stopp av övervakningssamhället har uppenbarligen inte gått fram. Bönerna om solidaritet med samhället mest utsatta har mött döva öron. Oavsett om man brinner för medborgerlig frihet, alla människors lika värde eller demokratiska värden i sig är Stockholmsprogrammet ett illa dolt hån.
Och det bär vår huvudstads namn. Om Stockholmsprogrammet går igenom kommer Stockholm under de kommande åren bli synonymt med massövervakning, immigrantförföljelse och ett lysande förakt för mänskliga rättigheter både hos medborgare och hos asylsökande.
Förslaget ska antas i december 2009. Låt det inte ske. Inte i vårt namn.

EU börjar verkligen att visa sitt rätta ansikte nu - pamparnas diktatur! Det skapades av storföretagare, kapitalister, för storföretagare och kapitalister och för att ta risken ur demokratin. Det har man verkligen gjort också.
Så fort Beatrice Ask talar om "ett tryggare och öppnare Europa", och Billström om ett "rättsäkert" asylsystem, så vet man att dom ljuger. Har dom två människorna någonsin tänkt på människan?
Vi ska iofs vara glada att major Björklund inte är justitieminister eller migrationsminister, men kunde dom inte döpt programmet till något mer passande:
Allianzprogrammet
Reinfeldtprogrammet
Billströmsfördraget
eller dylikt.
Fan dessa två människorna är så övervakningskåta så att Nordkorea kommer i skugga.
Fram till idag har jag trott att Stockholmsprogrammet kretsat enbart kring flykting- och asylpolitik. Men det är uppenbart att det finns fler dimensioner i programmet. Läskigt hur integritetsfrågorna i programmet i stort sett inte lyfts upp alls.

Jag har ofta slagits av hur vänsterns syn på EU präglas av en flock- och mobbarmentalitet, ungefär som på en mellanstadieskolgård. Alla "vet" att den mobbade är dum i huvudet, så det är inte lönt att bilda sej en egen uppfattning. I vissa samhällsskikt, där man ärver mera pengar än begåvning, är det allmänt känt att allt som kommer från "såssarna" är ett fördärv. Att faktiskt sätta sej in i vad dom tycker och vill vore otänkbart.
På samma sätt "vet" en alltför stor del av vänstern att i EUs institutioner sitter en hoper elaka troll som blint lyder ultraliberalstorkapitalistfinansens order och drivs av lika delar illvilja och girighet. Och dessutom smider dom sina lömska planer i yttersta hemlighet.
I just det här fallet påstår du troskyldigt att "förslagen...fortfarande [är] hemliga". Med "förslagen" avses tydligen, när man följer dina länkar, rapporten från den informella rådgivande högnivågruppen som färdigställdes i juli 2008. Men den är inte ett skvatt hemlig; den ligger fullt tillgänglig på ministerrådets hemsida och kan enkelt plockas fram med sökmotorn.
Du skriver vidare att ett förslag ska läggas fram i juli. Det förslaget får du gärna berätta mer om; det är uppenbarligen inte kommissionens meddelande i ämnet eftersom detta publicerades redan för en månad sedan.
Du får också gärna dela med dej av den information du tydligen har om detta framtida förslag. Den måste vara väldigt detaljerad, eftersom du utan att tveka kan slå fast att förslaget går ut på "förföljelse och hårdare tag mot invandrare, kombinerad med starkare och gemensam övervakning av internet och annan kommunikation." Skicka gärna en länk till dokumenten du stöder dej på för dessa påståenden.
Ah, jag förstår att "hemliga" väcker fler associationer; de är helt enkelt inte publicerade än - gången är att efter rapporten, kom "meddelandet", som om du läst det vet är sjuk diffust, som ska diskuteras nu i juli för att riktlinjer ska dras upp inför beslut i december.
Rörande sista stycket är det ju jätteroligt, eftersom det är precis den artikelserie vi började publicera alldeles nyss går ut på. Det kommer mer information om Frontex och övervakningen, var så säker, och dokumenteten också.

Jag vet inte riktigt vad du menar med att "hemliga väcker fler associationer". Min poäng är helt enkelt att det är mindre lyckat att skriva att förslagen är hemliga när de inte är hemliga. I synnerhet som EU och dess institutioner ofta orättvist beskylls för slutenhet och hemlighetsmakeri.
När du nu ändå ändrade din text efter publicering hade det varit bättre att få det rätt och genomarbetat. Förslagen i rapporten du länkar till publicerades ju redan i juli 2008 och är alltså inte "ofärdiga". Och inte har de "läckt" heller.
Detta är naturligtvis ett hedervärt initiativ, men det känns svårt att ta till sig då det framförs i ett så uppenbart partipolitiskt vinklat forum. Det finns knappast en enda liberal person som ställer sig bakom de alltmer flagranta inskränkningarna som sker i trygghetens namn och stockholmsprogrammet har potential att försätta Europa under värre övervakning än kommuniststaterna eller för den delen nazityskland hade.
Dock är detta som sagt inte en fråga att föra under en "antiallians-flagga", då alternativet, dvs socialdemokratin, är lika delaktiga. Om ni verkligen anser denna fråga är viktig och inte bara ytterligare ammunition i anti-allianskampanjen så borde frågan föras fram på egen hand, för att undvika att alienera de många som är emot övervakningssamhället, men som inte önskar en socialdemokratisk regering.
Ditt argument är ganska skevt. Inte bara för att debatten nästan uteslutande förs av personer med även andra partipolitiska intressen - då inte bara piratpartiet, utan även ex. delar av centern osv. Om samma princip skulle appliceras på samtliga debattörer skulle det inte finnas några kvar.
För övrigt går det inte att komma ifrån att dessa förslag drivs fram av alliansregeringen. Framtidsgruppen är även den till en överväldigande majoritet högerkonservativ. En röd-grön regering kommer med stor möjlighet inte innehålla Thomas Bodström, och med all sannolikhet innehålla ett miljöparti som redan nu tagit tydlig ställning för integriteten - och kommer göra det även efter FRA-lagen rivits upp.
Så ett alliansfritt Sverige kommer onekligen bli ett mindre övervakat Sverige. Om ni vill fortsätta säga "ni gör dåligt, men vi röstar på er i alla fall" och tror det ger verkan är det fullständigt upp till er :)
